If L is a serial rapist and 4 women have come forward with accusations spanning 8 years or more, there's bound to be other women.
We try serial murderers for numerous murders. Why not try serial rapists with multiple complainants? then these "he says she says" cases would carry a lot more weight of circumstantial evidence.
The Government could set up task forces to match historical complaints, just as they do in serial murder cases.
It really wouldn't be too hard especially when the victims know the name of their attacker and get to feel there is safety in numbers. Get these men off the streets.
