It means that you shouldn't cherry pick your philosophy.Its largely lost today but most religions frameworks were built AS FRAMEWORKS - meaning all the pieces fit together. If you just take one piece out of context, then the overall concepts don't make sense anymore. Justice without compassion is just vengeance - that kinda thing.
That happens all the time when people start quoting scripture. They mix up the old and new testaments, and the results seem like nonsense because it is nonsense. The 'truth is pitiless' largely was in refutation of Eugenics. He was writing in 1908 and was pushing back against the Nihilists.
