I did a couple of rudder experiments similar to yours, but never got anything to work worth a darn.
I am pretty sure I can relate to your situation.
One of my closer places to sail involved working up or down inland waterways with lots of shallows on the edges. Sailing in water with an average depth of 18" is doable with the UFO rudder down for for about 15" of bite, but you just have to put up with hitting bottom if you run across a shallow spot. Stay slow in the shallows to avoid bending the pushrod (I made a work around for this). I felt it was important to jump out of the boat quick when the rudder did start dragging to minimize rudder damage risk. Eventually I pretty much just gave up sailing at that location due to my frustration.
A "kick up" shallow water rudder "add on" would have real value for some users.
