Even in metric countries with all metric hardware there will always be odd numbers. Is your bolt shank always going to be a nice round number of millimeters in thickness? And how about the cross sectional area?
Heck, what about shop made parts. If you take too aggressive of a cut on your 12mm part on the mill and chowder up the surface and then need to take another pass to clean it up is it still going to be 12mm? What if you need to know 3/4th of 11mm? It's definitely doable but I'll bet it took you a lot longer
In SAE we have a very human centric way of dealing with them, one that is really amerible to marking out with compass and straightedge, and for cases where that's not appropriate we have the exact same decimal system as metric users.
Both systems are arbitrary, both have advantages, both have disadvantages. Neither one has so many advantages over the other that it's ridiculous to use it.
