Seriously though, are there *any* marinas that let you dock without proof of insurance? Are things different in the middle of the country? Is it even legal to operate a vessel of that size with that amount of fuel on board without insurance? Who's on the hook for cleanup when she sinks?

If it's just an overnight stay I bet a lot of marinas will just say "do you have insurance" and if you don't look like Doug and say "sure" they let it slide.

Yes, it is perfectly legal to operate a pleasure vessel without insurance

The owner is on the hook - but Doug probably could not cover the cost of a significant salvage effort. (This is why the salvage insurance clause is important in your marine policy kids)

No marina has ever asked me about insurance as a transient, but they do want to see a policy before you become a tenant. He could get by if he keeps moving.
