I don't recall him making that specific promise, especially in 2008. I do recall that literally the week after he was elected, Republicans were hollering about how the war was a disaster and it was all his fault. In 2012 he spoke about the option of withdrawal favorably, and conveyed the impression that he intended to, when practical. But i don't recall him promising.

No, Obama didn't campaign on Afghanistan withdrawal in 2008. In his autobiography, he said he went in with a resolutely open mind. The military, Petraeus, sold him on the surge.  He didn't even campaign on Afghanistan withdrawal in 2012, after OBL got ventilated. Contrast this with Ventucky's boy Shitstain in 2013. If Afghanistan was a waste in 2013, it was worse in 2017-21. Yet, his boy did squat.
