It only takes 2/3 of the states to ratify a Comstitutional amendment, so, bring it on. Go and feed Cuomo, Feinstein, et al whose careers and the agendae they've had for years, are profiteering off of 20 dead children.
Make it happen. You have the majority (you say), So, settle the question by changing the test. No better opportunity for this has existed before; failure to act on your part will be taken as acceptance of the status quo in movie-goers getting shot and children being taken from us all, by the same means. You will have the blood on your hands the next time.

There is a rather simple way to comply with the Second Amendment that also restricts to some degree the possession of auto-loading and concealable firearms. Licensing by a jury of twelve other firearms owners.
Someone wishing to acquire, either by purchase, or via gift or inheritance, an automatically-loading magazine-fed firearm should be required to appear before a jury of his/her peers, and be examined by them. Demonstrated competence with the weapon type might be one of the things such a jury would be interested in, but twelve firearms licensees could know what to look for. Majority says 'yes', and a license is granted to the applicant, not to any particular firearm. No central firearms registry, but only a local one of persons known to be armed.
A jury method of licensing also makes an appellate process possible, so that minority folk will not be arbitrarily denied licenses. It invokes the 'due process' apparatus. One of the reasons that US folk are so suspicious of 'gun control' is that they know its real record.
So called 'firearms regulations' have been long used in certain jurisdictions to ensure that blacks and others are unarmed, at least 'legally'. Thus it was racially motivated, and was also used to disenfranchise, because a black who had been 'convicted' of firearms possession got marginalized in just about every way possible.
This licensing requirement should only apply to auto-loading magazine-fed firearms, regardless of the appearance of a weapon or its caliber. A double-action revolver is essentially an auto-loading firearm. Single-shot, bolt-action, and pump-action firearms, and bows and cross-bows, and edged weapons should be all exempt.
There is that 'militia' preamble to the Second Amendment. Every able-bodied person over 18 in the USA who isn't in prison is now potentially a member of the militia. And historically males were were expected to appear for training, each bearing his own firearm. (One of the frequent gripes of urban militia officers, who were often retired or inactive regular officers or demobbed soldiers of some army, was how some 25% to 50% of a cohort would appear with nothing or some farm implement. Another plaint was about all the differing calibers that did show up.)
What would be better for the US, and Canada too, is the Swiss militia system, wherein each member must safely store a main battle rifle in his or her abode along with a few loaded magazines. But anyone who doesn't want to be in the state or local militia could decline, yet also loses the right to vote in federal and state (provincial) elections. But only militia members are enrolled for any war-time conscription.
