Meli, you answered your own question. What is being proposed is not parliamentry lesgislation which can be changed by parliament at any time. This an addition to the constitution which cannot be changed by parliament. It is locked in until another nation wide referendum decides it is wrong. Parliamentary Legislation and Consitition are two quite different animals, don't confuse the two

It's not me confusing anything.
What is proposed is that the constitution be changed to enshrine a voice to Parliament. Nothing more.
Legislation will follow that can be changed at any time. That legislation will be created in the normal way, white negotiations, bargaining, watering down and all the usual tooing and froing, it might even be defeated numerous times, re presented and messed around with, until some form or a VTP is agreed upon.
Then of coure funding must be decided by the Gov of the day. Just like everything else.
