Filling a barrel with epoxy, as suggested, is quite easily restorable to firing condition. That's not legally a destroyed firearm.

In CA we can thank Reagan and the Republicans for Prop 13 in the 70s (and FUCKED our property tax system) that drastically cut the states mental health budget. Tons of mentally ill on the streets are expected when there is no money to care for them.
Huh? Wasn't it also Governor Jerry Brown and his cronies jacking up Property Taxes so high that the elderly residents couldn't afford them, while at the same time not spending said taxes?! This wasn't a fault of one party, it is the fault of BOTH PARTIES!

I'd guess the answer is as simple as there isn't much pressure being applied by MH lobbyists and the general feeling -- still guessing here -- that the amount of money and effort can be better utilized elsewhere.

Consider, we haven't the slightest idea how to remedy these maladies from admission to a program, fixing the issues [!], then setting up after care via halfway houses ... all the way to setting patients up with housing, food, other essentials, transportation, disability payments, possible job training ... the list of needs is endless.

What Reagan ended was a shameful experience and huge money pouring into a black hole. Pragmatically it was a money saver dropping programs that weren't working.

The best we've been able to do is keep some behavior under some control with meds, and apparently no control when patients stop taking them.

Nitpick away. The ATF says how to legally destroy a gun. You didn't ask them for the law, why ask me.

This is a direct accusation of lying:

Tom will, of course, correct me, but his "Battlefield 22" is really a .0223, not .022. He does that intentionally to confuse the two distinctly different types of rounds and make his 223 seem sedate.

Specifically, the part about doing it intentionally and to confuse.

Well in China’s case they did advance a centuries old agrarian civilization close to the modern world with strict top down authoritarian policies. Russia is simply lost .
So …. FFW to the USA We already have the most advanced inclusive society in the history of the world, no need in giving up personal freedoms and tax dollars to bumbling stumbling incompetent limousine liberals fighting a problem that doesn’t exist. And…. it’s clear to see that every single example of liberals in power have only enriched themselves and protected themselves from criticism and challengers.
We are humans and humans are fallible, best let to sort out their own lives in a traditional American society.
I became an adult about the time the Great Society was implemented, it has certainly not been cost effective and arguably not effective at all and actually made life worse for many of those it set out to uplift, American blacks and been royally abused and set back by Democrat policies and programs.

What I see is serious movement towards the right by Blacks disgusted with waiting for equity from the left. Access is key ... they are not expecting equity just access. They make a lotta noise for just 14% of the pop.
I'm way more inclined to help the Latinos who are here to work.

I am going to a Mexican former coworker’s son’s 16th birthday this afternoon. I went to his father’s wedding about 18 years ago.Josue , birthday boys father, started as a basic trim floor carpenter for https://teakdecking.com/
about 20 years ago. He is an excellent worker and meticulous carpenter. He worked his way up from trim floor carpenter to trim floor supervisor and oversaw every deck that was built along with scheduling the various upcoming jobs, lots of balls and personalities to juggle. He is now in the design CAD department. He has other extended family members working at TDS to and they are all excellent workers.
Just before the 2020 election he sent me a screenshot of his Voter ID showing me REP … he finally came around after teasing me for my conservative views all those years prior.
There may be one or two other gringos there but I doubt it.
His cousin Ivan used to work there but went back to landscaping over money. Ivan is maybe 40 years old, BUSTS his azz ! A works to make money every chance he gets, multiple jobs and multiple skills. Ivan owns 2 humble homes outright and is buying the one he lives in now. Same age as millennials that cry about affordable housing…. Yeah catch my drift Vern!

Anyone who uses the dreaded killer marijuana and possesses a gun is a criminal. This is why I've been referring to the rights of "peaceful" people and not "law abiding" ones. I think depriving someone of protected rights based on cannabis consumption is stupid and wrong. Depriving Mr. Range of protected rights based on welfare fraud in the distant past is too.
