I'd argue they are not speaking of the coherence of his garbled speech. They are alluding to the content - the hate of "the other". They are angry at where they are in life, and more interested in assigning blame for them not being more successful. The defeated ex-President tapped into that anger and gave them someone to blame - Democrats/Immigrants/POC/etc.
