That million figure isn't panning out. He would be supplying evidence of that instead of citing what happened 70 years ago if he believed it himself I reckon. No reports of mass deportation or mass importation of Russians are evident in the record, and the Russians knew the loss of water meant there would make development very difficult so it seems unlikely. The Russians who moved down there seem to have been small in number and expectable, given the Russian investments in the area, like a new water pipeline and bridge, and some other projects related to tourism and other-than-agricultural economic planning. Infrastructure, mostly. Evidence of confiscated homes is all but non-existent.
