Finland originally CHOSE not to join NATO due to their existing treaty with Russia. And as evidenced with what happened with Turkey, when they did show interest to join NATO, Turkey blocked it just as they set up the grain agreement with Russia ... once removed, but that's what happened.

I told you what I wrote. Russia DID veto the ascension process through the U.N. and then they apparently worked through an active NATO membership in Turkey.
