You think Putin might have figured out he was in a hearts and minds situation too. Remember in China's history every army and warlord for a couple of millennia used rape and pillage as features. Mao quite brilliantly said to himself we are going to do things differently. I have no idea what level of control Putin and those around him had on the soldiers in the field but if he really wanted to 'liberate' Ukraine he could have had the first guys who raped a woman, kidnapped a child, or stole a washing machine shot. It would have improved 'morale' and clarified the reason for the attack.
I suspect he would've set up some kind of discipline, but they fell for their own bullshit. Just like Cheney and Rumsfeld did. "They will welcome us a liberators" and "Six weeks, six days, I doubt six months". They imagined the population welcoming them. Probably pictured Ukrainian babushkas eagerly serving their boys hot borscht and bread from their kitchens.
