Very interesting clip from Russian State TV where what appears to be a couple of knowledgeable guests assert that:

1. The dam could not have been destroyed by external explosions (it was designed to withstand a nuclear blast. The one guy said in his opinion that it could only be done by a large amount of placed explosives resulting in a phenomenon he called a "water saw".
2. The dam was fully under Russian control.

In other words, IMO they imply that it could only have been done by the Russians:
