They fly "bad guy" tactics and profiles for air force ACM training.
Think of the A4 pilots in the original Top Gun, but with civilian pilots instead of navy instructors.
What is the argument for using civilians, beside the ability to privatize the profits from US defense spending (and reduce the number of fighter plane qualified pilots in the service, should we face a real war)?

Air support would require suppression of anti-air assets. That's a heavy lift. More so than a few planes. Unless you want to watch all your close-air-support assets get shot down.

Speculating here:
I think this is much more for the smaller countries than for the USA.

To run a "red team" with uniformed pilots requires that you have both the dissimilar airframes and qualified people to fly them. The US can fly 15/16/18/22/35 against each other for training, nobody else has more than 2 (and usually only 1) platform.

Canada does not have enough pilots to fully staff the single type of fighter, we can't staff another type.

They don’t have to be reassigned every 18-36 months. Or promoted.

One of the soldiers in my platoon went to work as a Bradley IFV trainer. That’s all he did, for 12 years.

Happens a lot off the coast of Norfolk . At times there will be a mess of UK and US aircraft playing silly buggers with a company who’s name escapes me
