Not sure which system you are talking about, but the one-time shot almost certainly relates to a single live round. But there is also training using inert rounds for loading, that wouldn't be counted. Some systems also have training rounds that duplicate firing but without the range or destructive power (sort of like blanks for small arms)Thanks. The article says it's a one-time shot, so I presume no blank or dummy rounds.
I've been training recently on using an antique and irreplaceable piece of scientific equipment and it's an interesting experience for someone who knows more about software. No wiggle room for mistakes.
