Virginia might have harbors like this but this is not one of them. It is cooler here than it is in Virginia. The leaves on the few trees visible are changing colors.

So when I was the Mid-Atlantic Rep for the Sunfish Class, as best as I can recall my domain included DC, VA, MD, DE, NJ and PA.
North Carolina is warmer than this spot, you say, so it is probably at the northern part of the region; there's not much difference in climate between VA and NC.

So my next guess is New Jersey.

This is salt water in October, so you are seeing a High School team coming in from practice.

There seem to be some nearby spits of land protecting the harbor and then some more substantial land in the distance - maybe a few miles away?
So if this in NY State are we on the northern shore of Long Island looking across to Connecticut?

Way more previous than that. There was a Bush Terminal (now reconfigured into a 22 acre park) in Brooklyn. Though it is technically on Long Island, and it handled extensive cargo during both World Wars, it is named after Irving T. Bush and not either of the former President Bushes. The outward view would be of Manhattan, not Connecticut.
