No, not in Scotland. The photos are of the flat part of what I would consider to be a very low country. However, it does claim to have uplands and even mountains. I guess everything is relative.

Clue - the event in the photos involved sailors from 3 different nations. But this location has hosted at least one event that welcomed sailors from over 20 nations.

Correct! The location of the sailing at the 1980 Olympics. And the photos were from the 2018 RS Aero Baltic Championship.

Here is a photo (taken from a photo in the building when I visited Tallinn) from the same angle during the Olympic Ceremony in 1980. See the Olympic flame in both shots.
RS Sailors Estonia took over the ground floor premises of the Olympic Sailing Centre in 2015 for their sailing center and a nice vegan cafe
