Pretty sure I found it at the corner of Aderweg and Groenewoudskade in Roelofarendsveen, Netherlands. It would appear the windmill is called Veendermolen. But I can find no mention of the sailing school. (The marina across the Wiljde Aa is called Overdekte Jachthaven Woubrugge van Wijk)
