It's a bunch of the regular road warrior North American Laser masters. The trees suggest Florida. Fairly recent, judging by the highest sail numbers.

I think I found it.
Palm Beach Sailing Club hosted the Laser Masters 2023
However, in their own words:
"Laser Masters 2023 was a challenging year with very light and shifty wind conditions. Unfortunately we were unable to get a single official race on the books.
Despite the lack of racing, the PBSC youth coaches hosted casual racing Sat / Sun afternoons in the Lake Worth lagoon south of Rybovich and about 30 Lasers took part each day."
So I think this was a picture from the casual races.
