You are on the right track. I think for fairness I need one suggestion, not a list. Btw, it is high tide.Toppers say uk . Looks like a large estuary, so maybe Devon or Cornwall. So maybe Salcombe, Falmouth, Exmouth or Dartmouth or somewhere similar . But maybe even south west wales . Best chance of identifying the place is probably identifying the boat sailing with the toppers . 😀
